The Idea: We are planning to establish a creative hub in Regina, Saskatchewan, and are starting with the conversion of the top two floors of a three-story heritage building. The second floor will be the home of a new fashion design collective, providing young fashion designers with a place to create and sell their clothing and jewelry. The third floor of the building will house five artist studios, and a small performance venue that we'll use to screen independent films, present music concerts, and provide rehearsal space for local bands.

The benefits to the community: Regina doesn't have a place for artists to collaborate, to connect, to network and learn from each other. We are planning to offer a number of ways for the arts community to connect with the greater community, through workshops, through performances, through festivals and fashion shows that we will produce in Regina's downtown. We are also working on developing an online arts magazine that will highlight the artistic community and showcase the wealth of talent in our city. We will present "meet the artist" talks, visual art shows, poetry readings, independent film screenings and more. We are planning to establish a weekly series of events that will be open to the public, and will span many artistic disciplines.

About the building: The building is a 1912 heritage building. Originally it was called the Engineer's Building, as it was the home of the Engineers and Plumbing Supply Co. They occupied the main floor and basement, and the top two floors were residential. It later became the home of the Singer Sewing Machine Company, who converted the second floor into a place for sewing classes. The third floor has not been occupied since 1951, and retains many of the features of the original 1912 apartments; wooden doors with transom windows, hardwood floors, etc. The building is currently owned by Loggie's Shoes, who operate out of the main floor retail space. The building owners are very supportive and have provided us with an opportunity to convert these two floors into arts-related spaces. Whatever we put into renovations, we get back in free rent. However, the second and third floors both require significant upgrades. There is currently no plumbing on either floor, and the electrical service to the third floor is so old it doesn't come close to code or functionality. We also have a lot of cosmetic improvements to be made, new coats of paint, repairs to the floors, and removing the bricks that cover up the third floor windows.

The budget: We know the full cost of upgrades is $150,000. We can offset some of those costs through volunteer contributions. While the building will be completely sustainable through the rents from our future tenants, we have been unable to secure the financing required to cover the hard costs, because we don't own the building, and our future tenants are not what they call "Triple A". (A Triple A tenant is a nationally recognized corporation, not an artist!) We have established a non-profit organization as the umbrella for this building, but there are limited funds available for capital improvements to heritage buildings.

Where we're at now: Two of Regina's arts patrons have generously provided us with loans to get us started. We are repaying these loans through the future rents collected from tenants. Their support has enabled us to begin the renovations. The plumbers are installing washrooms! The bricks are coming off the windows! We are still searching for additional financial support to make this happen as we are about $45,000 short of covering our hard costs. The support of the Aviva Community Fund would enable this project to move ahead quickly, so that we can have the building fully occupied by March 2010. We would start presenting events in our community immediately! We have a waiting list of potential tenants, as Regina is blessed with an abundance of creative individuals. Once we have one successful project under our belts, we know that we can continue to build on that success with other building projects. There are other empty heritage buildings in Regina's downtown that could become part of our creative hub!

Final thoughts: This project has the capacity to help transform Regina's downtown, and provide a much-needed space for our creative community to connect and collaborate. It will provide new opportunities for our young people to learn and become engaged in artistic activities. It will also open new doors for local fashion designers, musicians, visual artists, filmmakers and photographers, dancers and theatre artists to work together, and to contribute to many new events in Regina's downtown.
